HR712 directs the Federal Aviation Administration's Administrator to enter appropriate arrangements with the National Academies of Sciences, Engineering, and Medicine to provide a report on the health impacts of air traffic noise and pollution and other purposes.

This bill is essential to the 10 of thousands of people who live close to DCA and BWI Airports. This bill will study air pollution, noise, and health effects of air traffic traveling to DCA and BWI Airports.

"The implementation of NextGen airspaces modernization programs such as D.C. Metroplex and the increased use of satellite-based navigation has brought numerous safety, efficiency, and environmental benefits. However, it has also concentrated noise and overflights for some communities directly under the flight paths." - DC OAPM

You have answered letters from several members of our group, and you have indicated you are aware of our airport noise problems and would like to help. Congressman Hoyer, we would like you to agree to cosponsor HR712 (National Academies Consensus Study Report). Air Traffic Noise and Pollution Expert Consensus Act of 2021 

 

Background

A National Academies consensus report is NOT new research. It reviews the existing body of science.

The consensus report has an outcome of policy recommendations. It accelerates policy changes.

The Academies is a group of experts who have a track record in influencing policy for negatively impacted people. Previous consensus reports include secondhand smoke and Veterans' treatment of PTSD.

The National Academies is independent of the government was created to guide Congress on topics like this where they have little expertise.

This consensus report is a stepping stone to change FAA policies about aircraft noise and emissions.

A National Academies Division of Medicine Consensus Report is the best path currently available to us for legislative policy to protect those on the ground from excessive aviation noise and pollution.

 

The Southern Maryland Fair skies Coalition has sent a letter to congressman Lynch supporting H.R.712 - Air Traffic Noise and Pollution Expert Consensus Act of 2021.

H.R.712 - Air Traffic Noise and Pollution Expert Consensus Act of 2021 117th Congress (2021-2022)

The Southern Maryland Fair Skies Coalition endorses  H.R. 712 "Air Traffic Noise and Pollution Expert Consensus Act of 2021". This bill directs the Federal Aviation Administration's Administrator to enter appropriate arrangements with the National Academies of Sciences, Engineering, and Medicine to provide a report on the health impacts of air traffic noise, pollution, and other purposes. A National Academies Division of Medicine Consensus Report would be a beneficial step towards protecting those on the ground from excessive aviation noise and pollution. 

The DCA Ronald Regan National Airport FAA controllers repeatedly channel aircraft over the same communities in concentrated flight paths extending as far as 25 miles south of the airport. The aircraft is powered up at a nominal low altitude of 2500 feet, causing intrusions into the residential life of communities at a rate of once every 90 seconds. The consequent noise and fuel particulates cause irreparable harm to southern Maryland residents of Bennsville, Accokeek, Auburn, Fort Washington, and adjacent townships.

The FAA direct over Accokeek approximately 70,000 aircraft a year using the north flow arrivals, approximately 200 airplanes a day. Most aircraft fly at an altitude of fewer than 2,500 feet over Accokeek. There is a waypoint at Bryan Road a few miles from the Prince George’s county line. Aircraft arrive at this waypoint no lower than 4,000 feet and turn into Accokeek and descend to approximately 2,500 feet. Some turn and follow the river to DCA; some go south through Bensville to La Plata. The aircraft make you turn and come back up through Bennsville and continue through Accokeek. Aircraft noise environmental justice issue

 Aircraft noise is also an environmental justice issue, as it disproportionately impacts children, seniors, racial minorities, and the poor.  Southern Maryland, Fair Skies Coalition, was founded to seek solutions to decrease aircraft noise and air pollution south of DCA. The most severely impacted neighborhoods are Accokeek (CDP), Bryans Road (CDP), Bennsville (CDP), and Fort Washington (CDP), Maryland.
